My Power steering fluid is foaming when I drive. In the morning some days there is no whining sound, on others it whines right away.
The fluid foams out of the top of the power steering reservoir while the cap is closed tightly.
What is the problem?

it whines right away.
pump is cavitating.
change the fluid. If it still whines then the pump is worn out.
