Don't believe anything you hear and only half of what you see.
Put your thinking cap on. Manufacturers are scrambling to meet fuel efficiency standards. Don't you think if it was possible to get "200 miles per gallon" with this technique that they would already be doing it? At best the video shows an engine idling and it's a good bet even that is rigged and phony as one of these:

This video isn't worth your time. Forget you ever saw it and move on.

Liquid gasoline doesn't burn, by the way. You car already runs on gasoline vapor.
