1995 Subaru Legacy wagon. what is the best way to repair a small leak in the gas tank without removing or replacing it ie gas tank repair kits?
I'm not sure there is a way to patch a gas tank without removing it, unless it has a puncture in the bottom of the tank. Even then, I would remove the tank so I could throughly clean the area before attempting to patch it. Generally, skipping steps will result in a crappy patch job.

Hopefully the J.B. Weld will work out for you. It is pretty amazing stuff but I'm not sure if their standard product is gasoline-resistant. I believe they do have a product specifically for gas tanks but I don't know anyone who has used it.
