Hey Scotty I was trying to jump start my 2008 Dodge Avenger RT with jumper pack and I seen a bit of smoke come from relay or fuse box now the car doesn't seem to want to jumpstart off even another vehicle but doesn't turn over slightly any advice w...

Well, you fried something electrical.
PRAY that it was only a relay or a fuse or a junction box, and not an ECU or a TCM.
If you aren’t keen on electronics, tow it to an electrician. It’s not probably not going to be cheap… and if it’s a major computer component/s - you should check prices and consider junking the thing.

Check all your fuses and connections to them for burning or melting insulation.
