High-pitched whirring noise upon startup

Starting last month I've been hearing a high-pitched whirring noise from my 2007 4Runner (SR5 V8, 4WD, 151000 miles) every time I turn the car on when the engine is cold. The problem noise starts at the same time when the engine starts, and it disappears completely after about 50 seconds. Sounds like there's a vacuum cleaner running on top of the engine idle. I have included an audio recording here: http://sndup.net/bths
 
What could be causing this problem? 
  • When I sit in the car, nothing seems to be vibrating when the noise is there. 
  • Nothing seems broken/loose/leaking in the engine bay 
  • The car runs perfectly normal - I don't hear the noise when driving (at all speeds up to 90 mph)/accelerating/braking/turning on heat, AC, lights, or radio
  • The duration of the problem noise is consistent - always the first 50 seconds
  • The timing belt and water pump have been replaced in summer 2021.

At first I thought cold weather was the issue. However, temperatures have warmed up a little since then and I've noticed that the frequency of which the noise comes on has increased. Nowadays I hear it whenever the car has been parked for longer periods of time and the engine has cooled down completely, not just in the mornings. 

I have read several posts on this forum regarding "whirring noise upon startup" but it seems like every situation is unique and don't match completely the problem that I have. Please help! And thank you in advance.
