Hi, I had a rack and pinion installed on my 1998 Toyota Avalon a couple months ago and now my horn doesn’t work and the airbag light is on. All of this happened right after I had this part out on my car. He couldn’t figure out what he did, and I need my horn and airbag functional on my car. Please help if you have any ideas.

How long after the rack and pinion repair did the horn not work? Did you take it back and have them check all the connections and grounds?
The horn and airbag not working points to the clock spring was damaged during the repair because that's really the only component the horn circuit and airbag circuit have in common.
They probably overturned the steering wheel at some point when they had the steering disconnected and broke it.
The horn relay coil gets its Ground through there (when you press the Airbag/Horn Pad).
