How do you get an EV in neutral with the battery dead?

Yesterday, I ran into this poor* kid on my way down a parking garage. His Tesla Model 3 was stuck on the way up, blocking the entire lane. Heck, there were even cones surrounding his car. 

My assumption is that he ran out of charge on the way up. (It could be a host of other reasons, but most of the stories I hear are lack of charge.)

The funny thing is that there are TONS of chargers 2 floors down, but he just needs to get the car there. Either he didn’t know how to get his car into neutral, or there is no way to do it without outside assistance.

So (without looking it up), how do you get an EV, specifically a Tesla Model 3, into neutral with no charge? 

If it were me stuck, I would put it into neutral, and back my way down to the chargers, (probably get a little charge since it is going down hill). Granted there may be some issues with EV’s which prevent accessing neutral, or maybe even brakes. 

But it looked like the kid was calling for assistance. 

*Poor: In all honesty, he was probably a spoiled rich kid that doesn’t know how to to anything, but that’s besides the point.

There should be a proceedure in the owner's manual.

I guess you'd need to charge the 12V battery and then select "Tow Mode".

 

The electric motors are always connected to the battery, and the shift into N isn't mechanical like on a hybrid.

 

Recently saw a video of a guy having a similar issues with his Hummer EV.

The ECU software froze and the car would not reset or allow him to shift it to get it onto a truck.

Here they also had to figure out how to make the screen and electronics come alive to put it into N.
