How do you test a starter on a 2007 Lexus ES 350?

While someone holds the key in the START position, tap on the starter with a hammer.

Is it out?
If so hook a set of jumpers to your battery then connect the ground to the body of the starter & after that there should be two positive terminals that need to both be touched at the same time. Make sure your foot is on the starter so it doesn't move around.
