If I live in state x, but decide to buy a car from state y, how do I get my car registered to my home state? Can that all be done at the dealer or are there extra steps? And does it help to buy from a state that gives you the title even if the vehicle is still being payed for (only 9 states allow that)

Call your local vehicle tag/registration office and ask them what they require.
