I do notice that the windshield seal near the bottom where the vents are located is off the glass a little. Is the windshield washer that goes through it is giving the smell. I have a 2015 Honda Accord 4 cylinder with 144000kms.

That grid of holes you see in the photo is where your cabin air comes from. You will smell anything that goes in there.
The torn up piece of plastic you're describing is not a seal. It's just decorative trim. The windshield is held on and sealed to the car with a thick bead of sealant underneath the glass.
