My red bolt light is on wont accelerate at all my car have a gas smell also the catalytic converter is clogged

If the catalytic converter is clogged the car isn't going anywhere fast. You'd need to scan for codes to determine the reason for the check engine light. The gas smell could be a gasoline leak or a problem in your evap system.
I had a test done on my car and it said i need a Catalytic converter .. i replaced everything on my car a new battery a new starter and a new gas paddle sensor as well.. because it starts up and everything but it wont take the gas to accelerate
If your catalytic converter is badly clogged that is exactly what will happen.

Then replace it. It's probably causing all your problems.
