2000 Hyundai tiburon manual
If I drained the gear oil on my manual transmission do I put what came out 1.5 quarts or do I put the full 2.25 quarts that’s recommended

Put in the recommended amount or when it starts flowing out the fill hole.
Are you sure the trans was thoroughly warmed up before you drained it?
Yes
It was probably 1 1/4 qt. low when you drained it. Anyway, it won't take any more than the bottom of the filler plug, whatever that is.
