I recently purchased a certified preowned 2019 Nissan Altima SR AWD with 13,900 miles from a dealership. I have had the car for less than 10 days and I am noticing a annoying problem. Recently, I noticed an intermittent sound coming from the dashboard area. It sounds like a tiny gear grinding/ticking sound. It happens randomly regardless of speed but is usually heard between 30-35 MPH. Sometimes when I turn the wheel or go over bumps this sound can be softly heard. The happens regardless of whether the a/c is on or off. I shut the a/c off completely to rule this out. Note that this sound is definitely not like a sound of something rubbing, it is different. Definitely sounds like a mini grinding/ticking gear sound that lasts for about 3-10 seconds and then disappears. PLEASE HELP!! I wish I could attach a video that I have.

My number one guess is a blend door motor even though it still happens with your A/C off. Number 2 guess would be a CD changer if you have one. Regardless, the car should still be under full warranty. Take it to the dealer. Good luck!
I'd take it back to the dealer. It might be an oil pressure issue (perhaps a bad oil pump) that is making engine components tick. Take it back as soon as it can.
AND, if they, as Scotty suggests, and "lie," take it to a good diagnostic mechanic for a written diagnosis.
BTW: Here's a list of the current TSBs for the 2019 Altima. https://www.carcomplaints.com/Nissan/Altima/2019/tsbs/
