Dropped my 4runner off 3 weeks ago just to look at the squishy brake pedal and haven't even gotten a call back what the problem is and a quote. Would it be rude to pull the plug and get the keys back to take it to another shop?
You have been more than patient. It's time to move on to another shop that values you as a customer.
3 weeks is long overdue in my book, and esp for a squishy brake pedal (not even an engine rebuild job). I usually get a response back from my mechanics the same day or the next day, and that’s worst case. In any event, you’ve been patient long enough. Call them up and see what the heck is going on, and if you are not feeling it from these guys (3 weeks with no response is a red flag for me), then take it elsewhere.
It’s your vehicle. These clowns do not deserve your business.

Your car was not fixed, but at least you know it is time to find another mechanic.
Any trustworthy mechanic will tell you when you call to bring a vehicle in what their wait time is. When my truck blew the rear brake line, I called the shop I occasionally use to make an appointment, and they said it would be at least a week out before they could look at it and replace it. That long of a wait is a huge red flag to me, especially for a relatively simple problem to an experienced mechanic.
I'd expect to get a quote the same day, maybe the next but if I wouldn't get a quote or a call from the shop in 3 days I'd be very pissed. 3 weeks is the time it takes to rebuild an exotic rare transmission, or like 3 times that'd it take to rebuild an average engine - No clue what's taking the clowns in that repair shop so long. I'd take it to a different shop, ya don't want these clowns messing around with your breaks.
Call them and see what's going on, they could have the wrong number or there could be some other mishap but there isn't any real excuse for not being able to diagnose and put together a quote on such a common car with what seems to be a reasonably simple issue.
Agree with everyone else on here that it's time to find a different mechanic. Personally, the mechanic I take my cars too I call him beforehand and explain my issue and sometimes he even gives an idea of what the problem can be without having taken the car to him yet. And times he needs to see the car at most by the next day he gets back to me with the problem and cost of repair. So 3 weeks is way toooooo long.
