Buying from a dealer is a big red flag. They most likely picked the truck up at auction cheap with no known history. Price seems pretty high for a 17-year-old Tacoma.
Better check the frame for rust. A lot of them were replaced by a Toyota recall but there are no doubt some out there with badly rusted frames.

If you are seriously considering this vehicle be sure to have a good mechanic give it a thorough examination. If the dealer won't permit this, run away.
