Hello Scotty, I learned from the video on jump starting a modern far. I was wondering if the car doing the jumping should be running or not and wether the negative should be from ded to the battery or the frame on it also

Your question has already been answered several times which you can search, and you should also watch Scotty's youtube videos about it.
yes running, and connect negative to the frame/body if you can. Away from the battery, and something with a stout connection that your alligator clip can get a good bite on. (not a small screw for example)
