Hello! Sir Scotty, Is There Such A Drivable For Less Than A Hundred Dollar Car? That My Niece Can Buy There In America? And Then It Can Be Imported The Car Here In The Philippines.

Not likely. Honestly, you're lucky to find a solid car for $2000 here that is reliable and doesn't need immediate work.
Sorry, but $100 is just not enough.

Yea, $100 wouldn't even be enough to inspect/register/tax it to be able to drive on the road...

You'd need a time machine, or a friend or relative willing to part with a running vehicle for next to nothing. (60 years ago you could maybe buy a more-or-less functional beater for that kind of coin.)
