A family member of mune have a hyundai accent 2022 with 21,000km (aprox. 15,000 miles) and is going to service the car. Can he mix full synthetic oil with semi-synthetic oil if its the same viscosity? (Say 50-50)

if both oils meet the specifications in the owner's manual (modern cars like this one have requirements that go beyond viscosity), then you can mix them.

Not if the manufacturer calls for the car to use full synthetic oil.
Use your vehicle on an online car part store-they usually have on website you put in the car’s registration and it selects the vehicle-then check the recommended oils, see if any are semi synthetic.
check the oils in question, if they suit your vehicle.
there’s no problem mixing oils for older vehicles, if both oils suit your vehicle separately I see no problem mixing them!
I worked in an oil blending factory and you would be surprised how it is done; blending and mixing, some basic oils are the same but have different labels for example 2 & 4 stroke oil, at our company were the same!
