Multi pro tailgate not opening

Scotty I have a 2021 gmc sierra 1500 slt with the multi pro tailgate. I don't know where to begin since this is my first pickup and I've never dealt with any tailgate problems. It seems to be an electrical problem because mechanically the "inner tailgate" (top portion) will open at times when I unlock my vehicle with the key fob (not when I use the handle unlock button). The top button on the tailgate "handle" does nothing when I attempt to open the top part of the tailgate. The bottom button still opens the entire tailgate as it should. Any pointers on how I could approach this would be awesome! As of now the only thing I can think of is to gain access to the back of the buttons and probe around with a multimeter to see if the button is even sending signal to open the tailgate. My main concern is the top part of the tailgate opening while I'm hauling my kayak or lumber with the entire tailgate open and potentially losing my load or tension on straps.

That's because tailgates used to be simple. It was a metal plate with a horizontal hinge. Mechanical latches held in place until you manually pulled the handle and dropped the thing. Kinda hard to mess that up. 
 
Take it to the dealer if you still have a bumper to bumper warranty and let them figure it out.
