no fuel pressure on the fuel rail but can hear the fuel pump before cranking to try and start my 2013 Chevy Impala Lt any ideas?

Well if the filter is clogged it can do that. But if you have no pressure at all, normally it means the pump has gone bad. You could pressure test it directly at the pump
@scottykilmer couldn't I disconnect the line from the fuel filter and turn on the key and see if gas spews out to see if the pump is working and then if it is then disconnect the line from the filter going to the fuel rail and see if gas comes out past the filter? if not the filter would be the problem,correct?

The problem with doing what you propose is that you won't know what the fuel pressure is. That kind of "diagnostic" procedure might have worked OK back when we had carburetors and mechanical fuel pumps that only pushed a few PSI pressure. Fuel injection typically requires the pump provide around 50-60 PSI pressure and you won't be able to tell that by gas just spewing out. You need to measure the actual pressure the pump is delivering.
@chucktobias ok well there is " NO " pressure from the the valve on the fuel rail and the fuel pump is coming on when you turn on the key switch,so this is why I figured if gas would pump out of the pump into the fuel filter but not out of the fuel filter,then the filter would be why we have no pressure up on the fuel rail,correct?
Possibly. Or, the pump runs but develops too little pressure to push fuel through even a good filter. However you can at least tell whether the pump is completely dead or not.
