hey Scotty does obd 1 have a scan tool, or does it even have a obd plug in

Yes, OBD I scan tools exist.

They exist but they are brand specific and Scotty says that they don't work very well.

See below: You are better off Googling on that particular vehicle how to retrieve the codes for free. They each have a ‘sequence’ to follow to get the codes.

With OBDI scanners you won’t get the same wealth of information about the vehicle’s engine and other modules that you would with OBDII scanner. Let us know which vehicle you have and what you are trying to do.
