Scotty, 

Can an automotive monitor/programmer improve fuel economy? A participate device that I'm interested in claims to have a tuning function for both 87 and 91 octane gasoline. Said device claims to improve fuel economy by up to 20%.

No. If it could be improved it would already come that way.

Snake oil, and a poorly-designed device could damage the electronics in your vehicle.

Scam as always. The companies do everything to improve the mpg from the factory. If this claim was true, it would have been done before by the factory.

If it was that “simple” wouldn’t you think all manufacturers (who are continuously under pressure to meet ever stringent CAFE standards) would have implemented already?  That should clue you in that it’s probably too good to be true, and you know what they say about things that are too good to be true.
