Odometer reading discrepency.

So, I found this 2010 highlander with discrepency in odometer reading. The car says it's 110k but according to good car report it's 210k. I got it checked by a trusted mechanic and he said the car is in top condition.

The previous owner details are as follows:

June 20, 2023 Maryland 196,601 Miles

February 01, 2023 Maryland 38,082 Miles
February 22, 2012 Maryland 38,082 Miles
February 20, 2012 Maryland 38,082 Miles
February 06, 2012 Maryland 38,030 Miles
September 20, 2010 Maryland 2 Miles
June 16, 2010 Maryland 2 Miles

The problem seems to be in 5th, 6th and 7th owner's details.

What do you all think? Can this be a clerical mistake from DMV?

Those mileage figures are suspect to say the very least, which is a red flag (don't buy signal). 12 years without a single reported service is also highly unusual. Did your trusted mechanic check for accident damage? Did he test drive the car and do a 'hands own' inspection checking compression, transmission, etc? Or did he simply do a walk around check and say it 'looked nice'? In other words did he do a thorough inspection as would be required before considering such a purchase?

Yes, he did all the above. And also said that according to current condition it does drive like a 110k miles vehicle. Is there any other way to know about the mileage?

Assuming a high end scan tool verifies it's a 2010 Highlander with 196K on it (which would be much more likely) it's not been wrecked and everything has been well maintained - it could make a nice daily driver.
But only if the price is right. Many of us here drive older vehicles, including me. My daily is a 2011 Camry been solid as they come. My point is this - only if the price is right and the car checks these boxes would I buy it for a daily. It is a 24 year old car.

I just happened to see this video by the Car Care Nut this morning reviewing an XTool D7 and at the 8:45 mark it shows the scan tool detecting the actual mileage recorded by the engine computer which according to him can not be changed as could the dashboard odometer. If this product is able to detect the actual mileage in this manner, I would think that others of this quality and price (I think around $700) would be capable also.
