Hey scotty im from iceland and been watching you on youtube it has helped me a lot. I have a 93 oldsmobile cutlass supreme SL 3.1l vin:M engine. This car has been in my family since it was made i got it 1 year ago always same problems. It hesitates when accelerating it idles at around 1700rpm when in park but at around 700 in other gears fans dont come on and here's a list off what I have changed so far.
Water pump and flushed the systems and new thermostat new injector o-rings and fuel rail o-rings. New fuel filter and air filter and oil filter and new oil and antifreeze new map sensor new idle control valve. New gaskets for the engine except oil pan and head gaskets. New alternator new tensioner pulley and belt and new fuses.
It has OBD1 system no error codes driven 133286 miles.
It has no leaks no error codes it doesnt smoke unusually it doesnt smell weird it doesnt lack power it doesnt misfire and it doesnt overheat at all I'm completly at a loss with this car.

It has always had some whining noise coming from the engine bay.
@scottykilmer i kept forgetting this detail its an automatic with the 4l60t transmission fwd.
Did you use OEM parts for MAP sensor and idle control valve?
You also mentioned that he fans do not come on. Is this the case if you turn on the AC full blast?
