Im a pretty broke 18 year old and I only make like 20k a year. I want to know where I should try to buy a reliable used car that'll last at least 3 years. I also want to know if I can realistically get a decent car under 3k? I also live in new england and snow and cold is something I need to be weary of when it comes to buying a car.

Get a from an elderly private seller and look for a Toyota Corolla or Honda Civic. The other option could be Ford Crown Vic and its sisters.

For three years almost anything older that has not reached 100k miles can be OK. For much longer period yaser already told you what to look for. Roadtest a car you picked and get it inspected by a mechanic if you like it.
