I've got a 2000 Crown Vic decommissioned Police Interceptor with 160k that I've had since 2004... low miles because I work close to home and usually walk or ride my bicycle.
It started making a clacking noise at highway speeds when I accelerate to pass another vehicle or go up a hill, it does fine in the city... dead quiet. I've heard that you cannot adjust the lifters on the old 4.6 liter engine. Just to let you know... I burn premium or high test gasoline and just changed the oil with Mobil 1 synthetic 5w-20 as usual.
Do I need to replace the lifters?

If you want to fix the tapping noise, change the lifters is the way to go.
If it's not the lifters it can also be the timing chain guides starting to fail. It's a know issue with the 4.6 & 5.4 modular engines.
