Hello my name is Valerie and I need car advice I have a Honda accord 2003 ex 4 cylinder and 250,000 miles, my mechanic did mention that due to mileage it would need maintenance way more often but my engine light turned on and they told me it needs a catalic converter just before my tags expire should I buy the part or is my car runned out already .

On such a worn out car, I would just gut the catalytic converter.
Disclaimer: It's against the law, and you could receive a hefty fine if you're caught. You do this at your own risk.

If you're lucky it might just be a bad O2 sensor.

Get a second opinion. If it is a catalytic converter just find a decent muffler shop in your area and get a cheaper universal fit one
