Restoring BMW 3 Series. Help!

I decided when it summer time to restore my brother's 2013 BMW 3 Series its been sitting for over 2 years, I know the entire process but my brother did absolutely no maintenance over the time he drives I worried that it might be out of my budget, what are some tips to restore a car? I did check the frame no rust. And can I use used tires for a AWD car?

I plan to sell it after so I'll probably use the cheapest fluids and filters.

This worries me, you may end up spending more than what the cars worth trying to get it going again. 

 

I wouldnt cheap out on tires/ fluid & filters.

Best advice I have is to buy a lottery ticket and hope for the best.  You're going to need it.
