Hi-beam = Hi +Low beam ?
Want to rewire headlights, so that when high-beam is on, it ALSO lights the low beam as well. Just add a relais.
More light, more better.
Is this a good idea?

Probably not. You'll blind anybody who's coming in the opposite direction. Leave it the way it is.
You can toggle the bright lights and low beams together by constantly pulling back on the lever.

No. That's more current and heat than your lighting system was designed for.
