What is a good scan tool to buy for a diy’er to buy that doesn’t break the bank and easy to use.

It really depends on what you want to do and how much you want to spend.
Check the "Tools" link at the top right of the page to see the tools that Scotty recommends and search the board since this question has been asked many times.
