Your version of GM's Passlock doesn't disable the fuel pump from running.

It works by "disabling" the fuel injectors.

It wouldn't turn your dash lights off either.

In your case you may want to check the wires in the steering column going to the ignition switch and if they're OK maybe suspect a faulty ignition switch.

As always check your battery and ground wires for tight connections and make sure there's no corrosion

GM Passlock/Passkey systems don't disable the starter.

If you have an aftermarket system, then that needs to extricated (good luck)

If not, then you need to look at your ignition circuits. Ignition switches and relays , starter fuses and relays, and fuel pump fuses and relays.

Start with a good set of wiring diagrams (Haynes manuals work great) and a multimeter. Make sure the right parts are getting the right voltage, one section at a time.
