Hey Scotty! Quick question! Does my outer tie rod end visually looks like its bad? It's on my 2002 Camry 2.4L

looks like the grease boot is torn. It will wear out quickly now. Pump some grease into every month to keep it alive, or just replace it. I doubt they are very expensive.
