The fan Coolant delay to run

I have 2013 camry 4 cylinders. recently It has engine repairs because the fan stopped working. I fixed the head gasket and the engine runs fine,” Also I changed the [Radiator+thermostate+coolant switch+the fan relay and the coolant liquid+and the water pump]” I pretty renew the whole cool system. But I wasn’t change the fan because they are run okay when I connected them directly and when I turn AC on. So my Q is “ why my fan not run until it reaches 206F (96C) when the car catalog says it should run at 200F (92C). They’re runs but delay, and i feel heat when I touch the left”/right” side upper the tire cover

That's actually pretty good.  I wouldn't worry about the few degrees.
