Which year(s) are you looking at?  Both are fine for starter car.  If you are looking at older years/generations see sticky here under the Car Buying Guide for issues:

For longevity, go with a NA engine.

Both are reliable. Buy the one you like better.

Depends on year, engine, etc.

If you shop smart for a reliable year engine etc. then I'd get the one you could get the best deal on. If we are going 15 years back or more I'd go Camry because its nicer but newer I'd go Civic in most cases.

Both great choices, but remember camry is a mid-size while civic is a compact. People usually compare civic vs corolla and camry vs accord. Although the 10th gen civic (2016-now) are quite big. If you want my opinion, compact is usually more than enough for a starter car.

Those are both excellent cars. If the Civic is an automatic then the transmission is a little bit on the weak side but overall you can't go wrong either way.
