I just bought a used 1993 civic sedan. it has a fluctuating idle, and I am not sure why. I got a great deal, and bought it knowing it would need a catalytic converter.
it has a d15b7 engine
I just wanna know why this could be, I have some ideas and think I know why but want other peoples opinions too.

A bad cat could be the cause. Have you tried cleaning the throttle body and MAF/MAP sensor? That could also be it. Bad spark plugs, etc. could all be causes.
