Is wheel downsizing to increase tire side wall size recommended for winter driving?

No you don't need to go to all that trouble. Snow chains and snow tires if you live where it gets bad should be all you need unless you live on top a mountain or something lol

Get winter tires if you really need more grips.

No need for that...just get winter tires. Any difference in size will alter your speedometer reading.
