I am looking at a 1970 Ford Falcon with 250 C.I straight 6 and 3-on-the-tree tranny with 149,000 miles for $1,650 is it a good price? Is it reliable? If any what problems do these have?

Its a 1970 Falcon....so no, it's not going to be reliable.
If you want it as a toy or project car, it could be an ok deal. But as anything else, forget it.
Those were reliable simple cars in their day, and they still can be with some TLC. Aside from rust there is little that can go wrong that cannot be fixed with simple hand tools. You might want to consider a few reasonable upgrades like electronic ignition and front disc brakes which will make the car much better suited for regular use. However, if you can't work on it yourself and have to run to a mechanic for everything best to look for something a lot newer.
Meant to add, be sure to check engine compression and make sure it's not an oil burner. You don't want to get stuck with an engine rebuild needed right off the bat. Make sure clutch is smooth and doesn't slip. You also don't want any bad noises from the transmission or rear axle. Mechanically it is essentially the same as a period Mustang so obtaining mechanical parts should not be a problem. CHECK CAREFULLY FOR RUST!
