1979 El Camino headlight issue

Both of my headlights are not lighting up when i pull the lights switch. all the other lights turn on. when i used my power probe, both lights head current in all of their socket wires. when i gave the green wire some electricity, it would spark, but it would also turn the head lights on. i couldn't get them to stay on after removing the connection to the probe. 

Other than bad wiring, are there any issues that could cause this problem? And if it is the wiring I'll just have to replace the wires correct?

Check for proper grounding first.

I have no idea what the "green wire" is or what it is supposed to do.

Make sure you don't have corrosion in those old headlight connectors. You may have issues with those ancient headlight and dimmer switches. Those old vehicles don't use headlight relays, the full current goes through the switches and over time they deteriorate.

You might want to install a relay harness for the headlights so they get full current fed direct from the battery.

This video explains how the GM Plunger style headlight switch works, it sounds like you don't have power going into the green wire from the dimmer switch. Replace the dimmer switch. The green wire only powers the high beams, so you shouldn't immediately have power there. 

 

I had a similar issue with my '79 Pontiac Catalina last year. The low beams should come on with the plunger, and clicking the switch should turn the high beams on as well. Initially, I had no low beams and all 4 lights would come on with the high beams, a short time later, they all went out at once. 

 

The dimmer switch should be at the base of the steering column, on the left side. If your switch is activated by the turn signal lever (you would pull the lever toward you to activate high beams) then that's where it is. It's a very tight fit, but you can get at it by dropping the steering wheel so it lies on the seat. You may have ventilation ducts near the base of the column, if you have large hands, you might need to further disassemble the car. I was able to get my hands in there, but I have smaller hands. A former coworker worked on lots of GM products of that era back in the day, he told me those dimmer switches failed pretty often.
