Bought a 1985 CRX 1.3L and replaced the carb. I tuned it but after a few days it still idles high when in neutral but returns to normal idle when I shift into gear. It only rises again when I push in the clutch.
the idle stop screw has no effect on lowering the high idle when in neutral. Any advice?

Well, I would assume you either have a vacuum leak somewhere or your accelerator cable is binding or was not correctly installed. Realize the cables are made out of metal strands and they often fray internally and then they stick. And of course make sure the return spring is on tight and still works
