My Toyota Celica has been burning gas lately and every time I start it, a lot of smoke comes out the exhaust and has a strong gas smell. The spark plugs are good, most of the fuel stuff is new, ignition parts are new, oil change, and it also has all the parts and components adjusted to the proper specifications. The car at idle also keeps revving up to 2,500 rpm then dropping to the normal 1,500 non stop over and over, but after 4 minutes it would stop doing this. What could be the problem? Sensor is broken?

Know what’s funny after googling this, the mechanic said its the same thing but he didn’t say it’s the entire valve system he said it’s just the electric solenoid part that’s not working. He didn’t pull it off though. What do you think? Replace or clean?
When you pull the unit off, you can test the solenoid. There are enough miles and years to require cleaning at the very least - check out all the videos where Scotty recommends cleaning your throttle body (and Mass Airflow Sensor, which I don't believe you have). Most of the cars he demos this on are way newer than a '90. Even the best gas will eventually gum up surfaces given enough time.

problem likely is that it's a 34 year old car. How many miles?
I wouldn’t say that, it has only 74,000 miles. I’m pretty sure cars that are 2023 have 160,000+ miles already. And most of the engine parts and sensors/electronics are new.
