Alright, so I have a 1993 toyota camry 2.2l with 178k miles with no warning lights. And the problem is it wont rev past 2000 rpm, but when I press and hold down the brake it will rev up just fine. And I've replaced plugs and wires, distributor cap and rotor, fuel pump, fuel filter, also I've checked for vacuum leaks. PLEASE HELP!

Check throttle cable.  Had any work done on it lately?

I don't think it's the throttle cable, because it revs up just fine while the brake is being pressed. And the work that's been done is in the first post.

I don't know if it's the throttle cable either... but the first place to check and easy. If the cable came off the bracket at the TB, then it could cause this and it could have got bumped loose after maintenance... (was an inference related the 2). But easy to check, when car off and accel depressed, does the tb butterfly open all the way? gl

Throttle cable looks good, and the throttle body does open all the way.

Give it a repeat with car running watching butterfly. If good, pull brake booster hose from booster and plug the hose, repeat TB butterfly check.

edit.  check replace map sensor first.
