I hooked a fuel Guage up to my 1994 ford probe gt (100,000 miles) and when I turned to key to the on position a couple times and the gauge didn't move. Then when I started the car the needle slowly went up to the 18 psi mark and sat around there. I got a new fuel filter about 1 year ago, is this a bad fuel pump?

probably. You could also try jumping 12V directly to the pump
