1998 Tahoe Brake Issues

The brakes became worn on the Tahoe resulting in loosing pedal.  I took it to a local shop that after work, the pedal goes to the floor, but recovers to a soft pedal.  They have replaced the front calipers and brake lines, rear wheel cylinders, brake booster, master cylinder and ABS (use since new are no longer available) flushing the system numerous times.  Still when first pressing the pedal without the engine running, it almost goes to the floor and when running the pedal is soft and goes about 1/2 way.  They've had the Tahoe for over a month and can't figure it out.  Can anyone help me?  I use it to tow a Casita camper with family and concerned about the risks.

There appears to be 2 different parts for the truck

Yes for 10" and 11" drums. They have different cylinder bores.

I'm thinking of pulling the rear wheels

Check your RPO codes inside your glovebox. Look for either JB5 (10" drums) or JB6 (11" drums)

They have replaced the front calipers and brake lines

ALL of the lines? rubber and metal? or just parts of it?

master cylinder and ABS (use since new are no longer available)

what's used, just the ABS module? Both?

Did you at least replace the seals?

when running the pedal is soft

I guess you've still got a leak somewhere. That's the fun you have to deal with, with 27yo vehicles.

maybe you just need a better shop

I've done some more research and from what I can determine is perhaps the shop has installed the wrong rear brake cylinders.  There appears to be 2 different parts for the truck and I'm thinking of pulling the rear wheels and replacing them.  I'm thinking this could be it.
