The radiator fan on my 1999 Chevy Blazer isn't powering on I haven't been able to find the relay or fuse for it no matter what I search for online the car uses a thermostat I just changed it and it still overheats REALLY badly I was wondering if somebody more knowledgable knew where it was
Strangely the owner's manual for that vehicle indicates it has a mechanical fan with a fan clutch.

Assuming that's wrong and you do have an electric radiator fan you might start by testing the fan itself to see if it's any good. However if your engine is overheating while driving at highway speed you have other cooling system problems. The radiator fan is only needed while idling or at very low speeds.
I can't even drive it to the high way I can only drive 2 miles max before the check gauges light comes on yesterday I changed the thermostat and the upper radiator hose. For the 2 miles I can drive I have to drive at 20mph then for the last 1/5 of a mile I can only drive at 10mph. The fan doesn't turn on at ALL and I read somewhere that it helps with cooling so I was just wondering if that could be it and if it was how to fix it

If it's overheating that quickly and that badly you have other cooling system problems, maybe even a blown head gasket. (If the fan were the problem driving faster would make the engine cooler since more air would be forced through the radiator.)

You didn't read far enough, the fan helps with cooling with the engine idling, driving at very low speed, or when the air conditioning is on. At highway speeds the fan would not even be needed.

A test light should verify if the circuit is being turned on. If it is then the clutch is probably worn out.

It's still not really clear what kind of fan that vehicle is equipped with. Owner's manual says clutch type (engine driven). The shop manual also indicates this (illustration below). However it's being reported here that the fan is electric.
Of course the fan might have been converted to electric sometime in the last 25 years, it's a fairly popular kind of upgrade. A photo of the fan should show us what he's dealing with.
