I just bought a 2000 Toyota Camry LE 2.2L with about 117k miles. It has the code P0401 EGR "A" flow insufficient detected. The most common reported fix was to change the EGR valve, so I ordered one. However, when I went to change it, the bolts were rusted and rounded off. Is there some way to clean the valve without removing it or a trick to extract the bolts?

I did consider this, but the bolt is so rusted that the head is nearly nonexistent. Even if an extractor socket could grab onto it, what's left of the head would surely snap off.
