2000 Lincoln town car with 65,000 miles. When it’s cold it will idle up and down some and make a “howling/harmonic” sound under the hood. Have not been able to figure out exactly where it’s coming from but it tends to do it and it’s connected to idle when cold. What could it be? Mechanically sound otherwise.

Sometimes a PCV valve will do that and sometimes the throttle will you can clean it with throttle spray cleaner

Just a thought tho...is it maybe the air compressor for your rear airbags ? You could check by starting the car up and let it make its noise...open the trunk and on your left side switch OFF the airbag compressor and see if it made any difference.
