My 2003 Dodge GC has 163k+ miles, the issue is every once in awhile it wont start, and it is happening more frequently as of late. It will click but wont start. the quick fix solution I have found is to take a lead off of the battery and scratch up the post and put the lead in a different position and crank it down onto the post. and sometimes that alone does not work, i have to put the vehicle in neutral and roll it a few inches. I get no OBDII codes that relate (just a emission code)
Does this mean I need a new starter? maybe the ignition?

Sounds more like you have a wiring problem a bad ignition switch or in those often a bad computer circuit taking them and messing with them can reset a computer
