2018 hyundai elantra, front and pass windows only roll half?

My front driver and passenger windows only roll up & down half way? (Like a child lock for back windows, but back works fine).

It happened at the same time, shortly after a front end wreck repair, then both front and back brake replacement. (I think it happened during a hard brake, is that possible?)

Checked fuse (interior), relay (under hood), popped off interior door panel (drv side). Didn't seem to be anything wrong there, couldn't push it up manually. 

What am I doing wrong? The shop wants $1300 to fix it!! I don't own .13 cents! 
Rain is full blasting me in the face and I deliver food for money! 

At my wits end! 

Any input would be so helpful. I am your vessel, please guide me.

You might try closing the windows completely and then disconnecting the battery and waiting about an hour. Then reconnect the battery in hopes they will reset themselves.

1st it is not a fuse. The window would not function at all. I am not sure the brake job would be related although an accident might have tripped some sensor somewhere. The window regulator (drive motor assembly) has an encoder in it that feeds back it's position. The windows communicate via LIN buss to the buttons on the armrests. Your not going to have the ability access that protocol without spending a lot of money on a specialized scan tool. If all else fails they need to be reset and only the dealer can do that.
