2019 Lincoln MKC, front end vibration

I took my vehicle in last week for service: Front end vibration and rear shock oil leakage.

Anyway two questions:

I had purchased new tires thinking that the old ones were causing a front end vibration since they were worn.  I had previously had the old ones rotated and rebalanced, however the front end vibration was still apparent.  The anomaly only occurs around 55 - 65+ mph.  The new tires, thinking that would solve the problem, it didn't.  Anyway the dealership service guy told that the new tire were out of whack and did a "Road Force" analysis and balance (that didn't remedy the issue either). 

What is a Road Force Balance and what could be causing the vibration? (I thought it may be the CV)  your thoughts would be apricated.

Secondly, the rear passenger side shock is weeping oil. It's an electric adjustable shock and provide incredibly poor dampening.  Was hoping to get that changed under the vehicle warranty.  The same service guy said that they could not service it until the oil weepage covered more than 33% of the body and it was at 27% . 

 My question is, is it normal for these type of shocks to weep, or any type of shock to weep?

Well road Force is just a fancy name for doing dynamic balancing. Now you got to fix your suspension system first. Any shock that's leaking needs to be replaced. After that. I've seen that happen many vehicles that just had an alignment that wasn't correct and it certain speeds. It will do that. Of course. I don't know if the front end guys even know what they were doing that worked out of things. So you got to start with a really good front end man cuz those guys that's what they do for a living. They can figure out any vibration
