I have a 98 ram, RPM will surge 100-200 rpms when hitting a bump but not always. Also surges when accelerating going up a hill or even on flat roads. Only surges going down the highway not in town. I have had it idle high before (about 2K RPM) and even have had it give itself gas without touching the gas pedal. Acceleration feels really sluggish getting up to speed. Truck has 296K miles...

Clean the throttle body and replace the IAC valve. (Examine the IAC electrical connector and wiring for damage/corrosion)
I've taken it to a shop and they have cleaned it probably a year or so ago and it didn't help with that
did they replace the IAC valve?
No, just cleaned it
